Raise parking meter rates so no one could possibly have enough pocket change and won't want to use the meters even if they had that many quarters.
Close streets surrounding downtown, seemingly at random, and put up uninformative "road closed" and "detour" signs that don't tell drivers where they CAN go. Make sure adjacent parallel streets are closed at the same time, so drivers trying to get around the closure are foiled again, a block or two away.
Open a new downtown hotel and office building, and reserve the first few levels of the nearby public parking garage so more and more drivers will get dizzy going around and around to upper levels. On days when only a dozen or so reserved hotel spaces will actually be used, reserve the first 119 spaces, so the rest of the garage will fill up!
